As another test I am going to use my laptop to send myself an email to Gmail acct and see if I get that chime soon after. Multiple times throughout the day, I hear a notification sound (like I have a text message) but there is no notification of any sort what so ever whenever I review my when it first happened I did not witness it. It involves using Process Monitor to monitor your system for any program that accesses the sound you are hearing, if you know the name of it.
After looking for days to solve this, I finally solved it with a big thanks to John at winhelponline. But first I went to Control Panel > Sounds and created a sound scheme where all Windows sounds were turned off. I'm not sure even how to explain it properly.
